Tender-Ready in South Africa: The CIPC, CSD, SARS and B-BBEE Checklist for New Companies

Tender Readiness – The complete 5-pillar checklist

Tender-Ready in South Africa: The CIPC, CSD, SARS and B-BBEE Checklist for New Companies

Government and corporate tenders can transform a small business – but only if your compliance documents are in place before the closing date. Here is the exact checklist South African buyers use.

Quick answer: To be tender-ready in South Africa you need five things: a CIPC-registered company, a SARS tax number with a TCS PIN, CSD registration, a B-BBEE affidavit (free for turnover under R10 million), and a business bank account. All five can be in place within two to three weeks.

The 5 Pillars of Tender Readiness

Pillar Where to get it Cost Time
1. CIPC company registration Admin Boss, CIPC eServices or BizPortal R275 with Admin Boss 3-5 business days
2. SARS tax number + TCS PIN Automatic with registration; PIN via SARS eFiling Free Same day once registered
3. CSD registration csd.gov.za (self-service) Free 1-3 days
4. B-BBEE affidavit Commissioner of oaths (police station, attorney, bank) Free Same day
5. Business bank account Any major SA bank Bank fees vary 1-5 days

Pillar 1: A Registered (Pty) Ltd

Almost every tender requires a registered company with a CIPC registration number. Your COR14.3 certificate is the foundation document – every other pillar builds on it. If you are not registered yet, that is step one, and it is the only step that costs money.

Pillar 2: SARS Tax Number and TCS PIN

Your company receives its income tax number automatically during CIPC registration. The Tax Compliance Status (TCS) PIN is generated on SARS eFiling and lets buyers verify your tax status online. Keep your returns filed – a non-compliant status blocks payments even after you win.

Pillar 3: Central Supplier Database (CSD)

The CSD is National Treasury’s supplier database. Registration is free and self-service: you will need your CIPC number, tax number, bank details and director information. Your CSD report (MAAA number) is requested on most government tenders.

Pillar 4: B-BBEE Affidavit

If your turnover is under R10 million per year, you qualify as an Exempted Micro Enterprise and can use a sworn B-BBEE affidavit instead of a paid verification certificate. It costs nothing and takes minutes at a police station or attorney’s office.

Pillar 5: Business Bank Account

Tender payments go to a bank account in the company’s name – not your personal account. Open one as soon as your registration documents arrive; our guide to business bank accounts for new companies covers what banks ask for.

Real-life scenario: from registration to first tender in six weeks

A two-person cleaning company in East London registered their (Pty) Ltd with Admin Boss on a Monday. By the next week they had their COR14.3 certificate and tax number, had registered on the CSD, signed their B-BBEE affidavit and opened a business account. Three weeks later they submitted their first municipal tender – complete with every compliance document – while competitors who started the process late missed the closing date.

Frequently Asked Questions

What documents do I need to apply for tenders in South Africa?

The core documents are your CIPC registration certificate (COR14.3), SARS tax number with a Tax Compliance Status (TCS) PIN, CSD registration report, a B-BBEE affidavit or certificate, and a business bank account. Some tenders ask for additional documents like COIDA or municipal accounts.

What is the Central Supplier Database (CSD)?

The CSD is the National Treasury’s single supplier database for government procurement. Any business that wants to supply goods or services to a government department, municipality or state entity must be registered on csd.gov.za – registration is free.

Do I need a B-BBEE certificate to tender?

If your annual turnover is under R10 million, a sworn B-BBEE affidavit is usually enough – it is free and you sign it in front of a commissioner of oaths. Larger companies need a verification certificate from an accredited agency.

What is a SARS Tax Compliance Status PIN?

The TCS PIN is a code from SARS eFiling that lets tender officials verify your tax compliance online in real time. It replaced the old printed tax clearance certificate and is requested on almost every tender.

Can a brand-new company apply for tenders?

Yes. A newly registered (Pty) Ltd can register on the CSD, get a TCS PIN and sign a B-BBEE affidavit immediately. Many new companies win their first tender within months – the key is having all five pillars in place before you apply.
